I live in a unit with 50 household. sometimes, the neighbours act really rude. when I smile at them, there are no smiles back. And some don't pick up after their dogs' poo...

Unfortunately, there is no magic to change this except your smile. Keep smiling and be nice to everyone and hopefully one day they'll understand. At least you are the good neighbour!
I had similar situations. Smile. Talk to them with smile. And things will change. You may move to better unit at least :)
